Cambodian Foreign Ministry Clarifies Thailand’s Allegations

The Cambodian Ministry of Foreign Affairs and International Cooperation (MFAIC) has strongly refuted claims and allegations made by the Thai Ministry of Foreign Affairs during a press briefing held in Bangkok on Aug. 5, 2025.
Speaking at a regular press conference in Phnom Penh this afternoon, H.E. Chum Sounry, Secretary of State and Spokesperson of the MFAIC, issued a four-point clarification:
“First, on allegation of bringing Cambodia back to talks. Public statements by Thai Ministry of Foreign Affairs of bringing Cambodia back to talks aim at claiming credit only. These statements are unfounded and overlook Cambodia's effort to de-escalate tensions and uphold peace. Cambodia reaffirms its strong and consistent commitment to resolving all outstanding issues with Thailand through peaceful means. Cambodia stands ready to work constructively through bilateral dialogue complemented by ASEAN facilitation to achieve a durable and peaceful resolution based on ceasefire agreement and international law.
Second, on Cambodia's provocation claims. Cambodia refutes Thai claims of provocations by Cambodia and expresses its deep concern about Thailand's continued military provocative action along the shared border. These actions not only violate the ceasefire agreement but also undermine ongoing diplomatic efforts to de-escalate tensions. Cambodia has exercised maximum restraint in the face of these provocations and remains committed to a peaceful resolution. Cambodia calls on the Thai side to immediately cease all unilateral military activities. That risks reigniting hostilities and destabilising the fragile peace and stability along the border. Cambodia urges Thailand to honor its commitment under the ceasefire and engage constructively in good-faith dialogue and respect international law.
Third, on Thailand's proportionate defence claims. Cambodia categorically rejects Thailand's characterisation of its military actions as proportionate and defensive. This narrative is misleading and fails to reflect the reality on the ground. It was Thai armed forces that initiated recent escalation through repeated incursions into Cambodian territory, supported by artillery strikes and aerial operations. Cambodia has acted strictly in defence of its sovereignty in full accordance with international law and with the utmost restraint to avoid broader conflict.
Fourth, on disinformation allegations. Cambodia firmly rejects Thailand's unfounded allegations accusing Cambodia of spreading disinformation. Such claims are not only baseless, but are deliberate attempts to distract attention from the realities on the ground and justify Thailand's own provocative actions. Cambodia has remained transparent and factual in its communication, relying on verified information to inform both its citizens and the international community. We have never engaged in publications or incitement, and we call on the Thai side to refrain from politicising the information space. Cambodia reaffirms its call for open, responsible, and verifiable communication, and welcomes the involvement of neutral third parties, including ASEAN and international observers, to access facts impartially.”
