Cambodia Sends Formal Protest to Thailand over Repeated Incursions

The Royal Government of Cambodia has lodged a formal protest against persistent incursions by Thai armed forces into Cambodian territory, condemning the violations of Cambodia’s sovereignty, bilateral agreements, and international law.
At a press briefing at 11:00 a.m. today, H.E. Chum Sounry, Secretary of State and Spokesperson for the Ministry of Foreign Affairs and International Cooperation, said the protest had been formally conveyed to the Thai side by the ministry.
According to H.E. Chum Sounry, on Aug. 13, 2025, Thai soldiers moved barricades and placed barbed wire beyond their previously established positions into Cambodian territory in Chork Chey village, O’ Bei Choan commune, O’ Chroy district, Banteay Meanchey province. On the same day, Thai forces also advanced into Prey Chan village, O’ Bei Choan commune, where they laid barbed wire and vehicle tires. Additionally, they built a wooden shelter post in Ekpheap village, Veal Veng district, Pursat province, dug military trenches east and west of Tamone Thom Temple, and deployed a civilian dog equipped with GPS and a camera at Ta Krabey Temple.
These actions, he stressed, have extended the conflict into civilian areas—including Chork Chey and Prey Chan villages—displacing residents, depriving them of their livelihoods, and violating their fundamental human rights.
The spokesperson emphasised that these activities are in direct contravention of the ceasefire agreement reached on July 28, 2025, in Putrajaya, Malaysia, as well as the agreed minutes of the Extraordinary General Border Committee (GBC) Meeting on Aug. 7, 2025, in Kuala Lumpur, Malaysia. He further underlined that the locations in question are indisputably within Cambodian territory, as defined by the 1:200,000-scale maps referenced in the 1904 Convention and the 1907 Treaty between Indochina and Siam.
H.E. Chum Sounry demanded that Thailand cease all incursions and illegal occupations, withdraw all military personnel and equipment to positions consistent with the legally established boundary, and fully comply with binding bilateral and international obligations, including the ceasefire agreement.
“Cambodia reaffirms its unwavering commitment to the peaceful resolution of all boundary disputes in accordance with international law,” he stated. “Cambodia remains resolute that borders must never be altered by force.”
