Cambodian Senate President Shares Win-Win Policy to ERIA

Senate President Samdech Akka Moha Sena Padei Techo Hun Sen shared Cambodia’s Win-Win Policy with fellows of the Economic Research Institute for ASEAN and East Asia (ERIA) during his three-day working visit to Jakarta, Indonesia, this morning.
Delivering a lecture titled "Views and Experiences in Peacebuilding Efforts in Cambodia", attended by H.E. Prof. Tetsuya Watanabe, President of ERIA, along with other distinguished guests, Samdech Techo Hun Sen emphasized that the Win-Win Policy—initiated and led by him—brought full and lasting peace and territorial unity to Cambodia by the end of 1998.
“This was a peaceful solution to achieve national reconciliation, accomplished without the exchange of gunfire or loss of blood,” he stated.
Samdech Techo also recounted his personal journey in pursuit of peace, beginning with the civil war in March 1970. He reflected on his departure to Vietnam in 1977, the Khmer Rouge genocide, Vietnam's role in liberating Cambodia from the killing fields, and subsequent peace talks with the late King-Father Samdech Preah Norodom Sihanouk. He traced these efforts through to the achievement of complete peace on Dec. 29, 1998, and the subsequent national reconstruction and development.
He noted that the Win-Win Policy was formulated in 1996, based on negotiations between the Khmers and guided by the DIFID strategy—Divide, Isolate, Finish, Integrate, and Develop.
In addition, the Senate President reaffirmed his continued commitment to Cambodia’s progress and sustainable development.
