Cambodian NA Secretariat-General Delegation Discusses Cooperation with SIIS in Shanghai
AKP Phnom Penh, October 17, 2025 —
H.E. Dr. Chheang Vannarith, Deputy Secretary-General and Chairman of the Advisory Council of the National Assembly of Cambodia, and H.E. Khuon Davith, Deputy Secretary-General of the National Assembly, met with Professor Dr. Chen Dongxiao, President of the Shanghai Institutes for International Studies (SIIS), on Thursday morning in Shanghai, China.
The meeting took place as part of the Cambodian Secretariat-General’s Field Visit to Shanghai, conducted under the project “Study on the Roles of Local Legislative Bodies in Promoting Whole-Process People’s Democracy,” funded by the National People’s Congress of China through the Chinese Embassy in Phnom Penh, from Oct. 14 to 19, 2025.
During the meeting, H.E. Dr. Chheang Vannarith expressed sincere appreciation to Professor Dr. Chen Dongxiao and the SIIS leadership for their warm welcome and hospitality. He briefed the purpose of the visit to exchange views and deepen understanding of China’s model of Whole-Process People’s Democracy.
In his remarks, Professor Dr. Chen Dongxiao presented an overview of the historical and cultural evolution of the concept of Whole-Process People’s Democracy in China. He explained that China’s democratic practice is rooted in broad and inclusive participation, engaging all sectors of society.
Dr. Chen further emphasised that democracy must be contextualised according to each nation’s conditions and traditions, underscoring that responsive, accountable, effective, and clean governance are essential pillars of China’s democratic system.
The meeting contributed to strengthening academic and institutional cooperation between the National Assembly of Cambodia and the Shanghai Institutes for International Studies, paving the way for future collaboration among think tanks, as well as in policy research, parliamentary capacity building, and mutual learning on governance and democracy.
