Cambodia, China Reaffirm Iron-clad Friendship and Commit to Advancing All-Weather Community with a Shared Future

Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia, met with H.E. Zhao Leji, Chairman of the Standing Committee of the National People’s Congress (NPC) of China, on the sidelines of the Global Leaders’ Meeting on Women in Beijing on Oct. 14.
During the meeting, Samdech Khuon Sudary extended her heartfelt congratulations on the successful convening of the Global Leaders’ Meeting on Women, commending China’s remarkable achievements in advancing gender equality and women’s empowerment.
She expressed appreciation for China’s continued leadership in championing women’s roles in governance and development.
“China’s progress in promoting gender equality stands as an inspiration to the world,” Samdech remarked. “Cambodia shares the same vision of empowering women as agents of peace, prosperity, and progress.”
Both sides reaffirmed their shared commitment to further strengthening Cambodia–China relations across all sectors and at all levels, with a particular focus on the effective implementation of the agreements reached between the top leaders of both nations during Chinese President Xi Jinping’s state visit to Cambodia in April 2025.
The two leaders underscored their determination to jointly build an All-weather Community with a Shared Future in the New Era, in line with the vision charted by the heads of state of both countries.
Samdech Khuon Sudary also praised China’s leadership role in promoting genuine multilateralism through its major global initiatives, including the Global Security Initiative (GSI), Global Development Initiative (GDI), Global Governance Initiative (GGI), and the Belt and Road Initiative (BRI), which she said have brought tangible benefits to developing nations.
“Cambodia strongly supports China’s initiatives that promote peace, inclusiveness, and sustainable development,” Samdech stated. “These initiatives reflect the spirit of mutual respect and shared growth that lies at the heart of our friendship.”
Samdech highlighted the enduring and resilient nature of the “ironclad friendship” between Cambodia and China, which continues to flourish despite regional and global challenges. She reaffirmed Cambodia’s unwavering adherence to the One-China Policy and expressed sincere appreciation for China’s consistent support in social economic development.
She further emphasised that Cambodia and China have consistently stood by each other in safeguarding sovereignty, independence, and territorial integrity, and will continue to work hand in hand to promote peace, development, and shared prosperity in the region.
“No matter how the global landscape may change, the friendship between Cambodia and China will remain unshakable — built on trust, solidarity, and a shared destiny,” Samdech affirmed.
In response, H.E. Zhao Leji reaffirmed that the Cambodia–China friendship remains solid and enduring, grounded in mutual respect, trust, understanding, and shared interests. He outlined five key directions to further deepen and expand bilateral cooperation:
1. Enhancing mutual trust and strategic coordination to advance the common interests of both nations;
2. Establishing a 2+2 strategic dialogue mechanism between the foreign and defence ministries of the two countries to align positions on major strategic issues and strengthen cooperation in key areas;
3. Promoting people-to-people exchanges to deepen understanding and friendship between the peoples of both nations;
4. Strengthening legal cooperation, and law enforcement in combating international crimes; and
5. Expanding multilateral and global governance cooperation based on fairness, equality, and justice, through active engagement in the GSI, GDI, GGI, BRI, ASEAN frameworks, and South–South cooperation mechanisms.
Chairman Zhao also expressed China’s readiness to support the effective implementation of the “Industrial and Technological Corridor” and the “Fish and Rice Corridor”, to promote the import of high-quality Cambodian agricultural products, and to assist in the development of key infrastructure projects, including the Funan Techo Canal, railway and expressway networks, and solar energy development in Cambodia.
Both leaders reaffirmed their strong commitment to advancing the historic Cambodia–China friendship, ensuring that it continues to serve as a model of mutual trust, cooperation, and shared prosperity for generations to come.
