AKP Phnom Penh, September 24, 2025 --   

Cambodia today marked the 32nd anniversary of the official promulgation of its Constitution, the Kingdom’s supreme law (Sept. 24, 1993 – Sept. 24, 2025).

On this occasion, Acting Head of State Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister Samdech Moha Borvor Thipadei Hun Manet, and National Assembly President Samdech Maha Rathsapheathika Thipadei Khuon Sudary extended their congratulations to the nation.

Recalling the historical background, Samdech Techo Hun Sen noted that the Constitution was established in 1993 following the Paris Peace Agreements of Oct. 23, 1991, which paved the way for a comprehensive settlement of the Cambodian conflict and the organisation of the first general elections under the auspices of the United Nations Transitional Authority in Cambodia (UNTAC) on May 23-28.

On Sept. 24, 1993, at the Tevea Vinichay Pavilion in the Royal Palace, His Majesty Preah Bat Samdech Preah Norodom Sihanouk, then King of Cambodia, signed the Royal Decree promulgating the Constitution of the Kingdom of Cambodia, he added.

Samdech Techo underlined that all laws and decisions of state institutions must strictly comply with the Constitution, which enshrines the separation of powers among the legislative, executive, and judicial branches, guarantees the fundamental rights of citizens, and upholds the principles of the rule of law.
