Cambodian NA President Urges Stronger Multilateralism and Peaceful Coexistence at World Conference of Speakers of Parliament in Geneva

Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, addressed at the Sixth World Conference of Speakers of Parliament on July 30 in Geneva, calling for inclusive multilateralism and enhanced parliamentary cooperation amid rising global instability.
“I join other delegates in appreciating and congratulating the IPU for organising this important forum,” said Samdech Khuon Sudary, calling for “trust-based, people-centered, and result-oriented international cooperation.”
Samdech highlighted the serious challenges facing the international community, warning that “the world is indeed at an inflection point, characterised by high uncertainty, complexity, and volatility,” and cautioned that “humanity is in danger if we don’t take action.”
Samdech Khuon Sudary expressed concern over the erosion of global leadership and international norms, stating that “global governance and leadership are in crisis.
Multilateralism and the rules-based order are under severe strain, while wars and violations of international law continue unchecked.” She added that “women and children are disproportionately affected,” she added.
Against this backdrop, she called for collective action: “It is more urgent than ever that we all should unite to defend the UN Charter and promote open and inclusive multilateralism.”
She underscored that “parliamentary diplomacy is becoming more relevant in shaping the evolving, fragmented multipolar world order.”
Speaking from the perspective of a small state, she affirmed that “Cambodia relies on international law and the multilateral system to protect its sovereignty and territorial integrity.”
Welcoming recent peace efforts in the region, Samdech commended Malaysia’s role in mediating a key ceasefire agreement, stating, “We applaud the ceasefire declaration mediated by Malaysia on 28 July 2025. We are grateful to Malaysian Prime Minister Anwar Ibrahim for his leadership and for hosting the ceasefire talks.”
She continued, “We heartfelt appreciate President Donald Trump for co-organising the meeting with the active participation of China.”
She expressed Cambodia’s “deepest gratitude to all international friends for supporting the ceasefire, which saved lives and livelihoods of the people of the two nations.”
Calling for accountability and oversight, she urged, “I call upon international friends and partners to closely monitor the implementation of the ceasefire, ensuring all parties honor their commitments to completely end the conflict.”
“To prevent any breach of the ceasefire, it is urgent to deploy international observers and inspection teams,” she said.
“Those who violate the ceasefire must be held accountable. Fairness and justice are critical, she addressed.
Turning to regional dynamics, Samdech warned: “The world already faces enough conflicts; our ASEAN region should avoid adding to the turmoil,” she added.
She reaffirmed Cambodia’s regional commitment, stating, “Peaceful coexistence, especially between neighbours, is essential. Cambodia is committed to the spirit of good neighbourliness and the ASEAN Community.”
In closing, Samdech Khuon Sudary emphasised, “I would like to stress the importance of upholding international law and peaceful coexistence.”
