Samdech Khuon Sudary Emphasises Strategic Measures for Deep Reforms in the NA Secretariat-General

The National Assembly has created a clear vision and objectives for deep reforms and the promotion of good governance, reinforcing accountability, transparency, efficiency, and responsibility within the Secretariat-General to enhance services for Members of Parliament, ensuring timeliness, effectiveness, and high-quality performance.
The remarks were made by Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, when she was presiding over the opening ceremony of a high-level public forum titled “Review and Analysis of Functions and Organisational Structures within Ministries and Institutions” held at the National Assembly Palace this morning with 300 distinguished participants from both the legislative and executive branches in attendance.
Samdech Khuon Sudary highlighted that in this seventh legislature, the National Assembly has been refining seven key measures for deep reforms as follows:
First, conducting studies on the legal frameworks governing human resource management within the Secretariat-General of the National Assembly, the Royal Government, and the three constitutional institutions: the Senate, the National Assembly, and the Constitutional Council.
Second, analysing and restructuring functions to improve organisational structures and operational roles.
Third, developing official census processes and refining job descriptions to ensure that the allocation of officials aligns with actual needs and specialised expertise, while also establishing clear mechanisms for sustainable capacity building and human resource development to strengthen Secretariat-General officials into a strong human capital asset, with specific disciplinary measures implemented effectively.
Fourth, enhancing staff attendance monitoring by implementing a digital Face ID Scan system at entry and exit gates, set to launch in early May.
Fifth, strengthening work performance monitoring by implementing monthly digital reports that evaluate officials' achievements.
Sixth, developing transparent incentive systems and reinforcing the effective implementation of disciplinary measures, and
Seventh, implementing an E-Administration under the E-Parliament initiative, set to be operational by May.
“As part of ongoing reform measures, over 100 officials have been removed from the employment framework through retirement or voluntary resignation over the past 20 months,” Samdech Khuon Sudary said.
These measures have significantly contributed to national budget savings, improved work efficiency, and reinforced principles of meritocracy, justice, accountability, transparency, and equal opportunity in career advancement, she added.
“The National Assembly is actively working to build and develop officials' capacity by providing training opportunities both internally and externally, with a particular focus on strengthening research capabilities,” she said.
Research capacity development aims to expand expertise in legal drafting, legislation, policy analysis, and evidence-based evaluation, strengthening the National Assembly’s human resources and institutional capacity for research-driven policymaking.
