First Green Infrastructure Bond Listed Mobilising US$50 Million for Renewable Energy Development

SchneiTec Dynamic Co., Ltd has officially listed green bond on the Cambodia Securities Exchange (CSX), mobilising US$50 million for its green energy development project in Cambodia.
The Official Green Bond Listing Ceremony was held on April 11, 2025 at the Cambodia Securities Exchange under the presidency of H.E. Hean Sahib, Secretary of State at the Ministry of Economy and Finance and Chairman of the Board of the Securities and Exchange Commission of Cambodia; H.E. Sou Socheat, Delegate of Royal Government in charge as Director General of Securities and Exchange Regulator of Cambodia (SERC); H.E. Hong Sok Hour, CEO of CSX; Mr. Heng Socheat, CEO of SchneiTec Dynamic as well as relevant stakeholders.
Speaking in the ceremony, H.E. Sou Socheat said that the green, social and sustainability bonds are new financial tools established to respond to impact of climate change on economy, social situation, and long-term environment and to provide financing to green and sustainable development.
“The success of the Green Infrastructure Bond of the SchneiTec Dynamic has shown that the Cambodia Securities market is booming with the growth of bond issuance, especially green, social and sustainability bonds,” he added.
The company’s green infrastructure bond issuance received technical assistance on the preparation of the green bond framework and financial support by a consultant or expert institution (Second Party Opinion) from S&P Global Rating, through the “Cambodia Sustainability Bonds Initiative (CSBA)” programme, a joint collaboration between the Securities and Exchange Commission of Cambodia, UNESCAP, GGGI, CGIF and GuarantCo, he said.
SchneiTec Dynamic is a company whose main business is the production of solar power to supply to Electricite du Cambodge (EDC) by contributing to both the quantity and stability of electricity in Cambodia.
The company is developing renewable energy generated from solar panels with a capacity of 60 MW located in Kampong Chhnang province.
H.E. Hean Sahib, congratulated SchneiTec Dynamic on successfully issuing and listing the first green infrastructure bond on the CSX for qualified investors in the amount of approximately US$50 million.
Cambodia has been and is making dynamic strides forward and has continued to focus on the securities sector by promoting the innovation of financing mechanisms and financial products to support investment and economic diversification, he said.
“Through the efforts and strong support of the Royal Government, the Cambodian securities sector has attracted and encouraged more and more potential companies to list and sell shares and/or bonds on the CSX, which has led to the sector continuing to grow and contribute to national socio-economic development,” he said.
According to a report from the CSX, there are currently 25 listed companies, including 11 equity firms and 14 corporate bond firms, having raised a total of approximately US$550 million in capital from the stock market.
